Community College of Beaver County
- CCBC currently has some excellent articulations with the PASSHE schools, including 3+1 Nursing agreements with both Slippery Rock and Penn West (students take 90 credits with us and then one year with them to earn the bachelor’s degree). Additionally, CCBC just signed an agreement with Slippery Rock for a 1-2-1 Nursing program (Students can be housed on their campus and they will take their gen ed courses there the first year, then they will spend two years with CCBC completing the ADN degree, and then they will finish the final year with them – students will earn both degrees – the ADN with CCBC and the traditional bachelor’s with PASSHE).Also, Slippery Rock University, CCBC, and BC3 were chosen for the ASPEN AASCU Transfer Intensive, which just started in February 2025. We will be meeting over the next year about the transfer process and how to improve it for students.
Bucks County Community College
Bucks County Community College has dual admission agreements with several PASSHE universities. West Chester University is our no. 3 transfer institution, behind Penn State and Temple. Here are some specific examples:
- West Chester University. Bucks has a fulsome dual admission/guaranteed transfer articulation agreement with West Chester University (WCUPA). It includes guaranteed admission to parallel majors with junior standing and discounted tuition. Of particular note, new student applicants from our service area who are not successful in obtaining admission to WCUPA are referred to Bucks County Community College to complete an associate degree and then transfer to WCUPA following associate degree completion.
- Commonwealth University. Bucks has a dual admission agreement with Commonwealth University. In addition, we have mapped out transfer pathways for harder-to-find bachelor’s degree programs such as Audio/Video Recording and Technical Leadership.
- East Stroudsburg University. One highlight of Bucks’ dual admission agreement with East Stroudsburg University is our dedicated transfer pathways in Sport Management and Exercise Science. The Sport Management program at Bucks is particularly strong and several high-performing students have transferred successfully to ESU’s Sport Management program following graduation from Bucks.
Butler County Community College
Extensive partnerships with our in-county PASSHE partner, Slippery Rock University, which include:
- 8 active articulation agreements (per Belinda) and over 50 pathways for transfer BC3 Pathways to Success | Slippery Rock University.
- Collaboration through the Aspen Institute College Excellence Program Transfer Intensive project, aimed at continued improvement for student transfer success.
- Innovative student transition supports, include designated visit experience for BC3 students and organizations.
- Faculty partnerships that promote transfer, for example, a Criminology class from BC3 visiting SRU’s new Crime Lab.
- New program where SRU students who are denied admission are sent a BC3 application and encouraged to apply, begin with us, then transfer later.
Engagement with other PASSHE institutions, through:
- Regular connection through the Western Pennsylvania Transfer Advisory Council, a working group of transfer-focused employees at PASSHE schools and PA Community Colleges.
- Organized transfer events and individual visits for PASSHE schools across BC3 locations.
- Extensive promotion of PASSHE transfer options, through Program to Program agreements and statewide articulations.
HACC, Central Pennsylvania’s Community College
HACC, Central Pennsylvania’s Community College’s partnership with the Pennsylvania State System of Higher Education (PASSHE) colleges creates valuable opportunities for students to explore transfer options and connect directly with university representatives. Through this collaboration, students gain insights into academic programs, admissions, and transfer pathways, helping to ensure a smooth transition to a four-year institution. As part of this partnership, we offer:
- Transfer Panel Information Session & Mini-Fair – PASSHE representatives meet with HACC students to discuss their institutions, answer questions, and provide guidance on transfer opportunities. These sessions typically take place in a classroom setting, allowing for meaningful engagement in a focused environment.
- On-Site Transfer Advising at HACC’s Harrisburg Campus – Select PASSHE schools have a dedicated office space at HACC, where PASSHE representatives meet one-on-one with students to discuss dual admission programs, transfer requirements, scholarships, and other resources designed to simplify the transfer process.
- Campus Visits to Partner Schools – HACC organizes trips to select PASSHE institutions, allowing students to attend a transfer admissions information session, take a campus tour, and enjoy lunch. Transportation is provided as needed to ensure accessibility for all interested students.
- HACC Leases Space to Lock Haven University (LHU): HACC leases space to LHU’s physician assistant’s program.
- HACC’s DUAL ADMISSIONS NURSING PROGRAM: HACC established a dual acceptance nursing pathway degree program with Millersville University, ensuring students can achieve their associate, bachelor’s, and master’s degrees from the day they begin studies at HACC, even if they start in our CNA program!
- HACC Provides Leadership Training: HACC provides an eight week frontline remote leadership training and partnership with Shippensburg University to local companies. (I am trying to do more and more workforce development training TOGETHER (since we are not the only ones to own the workforce space) with these two PASSHE institutions, and we are making headway, slowly.)

Montgomery County Community College
- Montgomery County Community College (Montco)/ West Chester University (WCU): Montco and WCU have a long-standing dual admissions/core-to-core articulation agreement. Over the past ten years, 1,038 Montco graduates choose the well-articulated pathway to WCU, representing about 11% of our graduates who transferred. Montco graduates are well-prepared to succeed at transfer partners such as WCU.
- Montgomery County Community College (Montco)/ West Chester University (WCU): An Associate of Applied Science (AAS) program, Montco’s nursing program prepares students to sit for their NCLEX-RN exams, but many graduates continue on to earn a Bachelor of Science in Nursing in addition to their ADN. A new partnership with WCU provides an opportunity for concurrent enrollment for Montco Nursing AAS students to take BSN courses at West Chester while completing their core clinical nursing degree at Montco. Montco recently served as a consultant to the Connecticut system, as they look to adopt a similar seamless pathway in their state.
- Montgomery County Community College (Montco)/Millersville University: A recent articulation agreement with Millersville University provides a pathway for AAS students, which is not traditionally a transfer-oriented program. Under this partnership, Sound Recording and Music Technology students can seamlessly transfer to Millersville’s Music Industry degree program. Millersville University is in the heart of the music and live production center in Lancaster County, providing Montco graduates the ability to continue their studies.
Northampton Community College
- During the 22/23 academic year, NCC and ESU engaged in a partnership as part of an Aspen Institute cohort, resulting in the development of a Strategic Transfer Excellence Plan. The Plan focused on facilitating a seamless transfer experience by developing and strengthening pathways built on strong institutional relationships to support and sustain equitable student success. Primary goals were:

- Expand number of program-to-program pathways to increase degree completion and reduce credit loss.
- Build community from the start by unifying and sharing academic, social and career-related experiences in high-transfer programs.
- Increase retention by engaging in high-touch, proactive advising: supporting students through the application, credit evaluation and graduation processes.
- Help students pay for college by communicating value proposition and financing options.
- Re-examine policies that are equity barriers.
- Support a holistic and integrated student experience.
- “It’s Not Over” campaign – NCC, LCCC, East Stroudsburg U, and Kutztown U.: KU and ESU sends LCCC and NCC lists of students who “stopped out” and have more than 60 earned credits, but never finished. NCC and LCCC invite them to come to the CCs to “reverse transfer” to obtain and associate degree and then, ultimately, return to KU and / or ESU to complete their bachelor’s degree. ALSO – students who had an unsuccessful experience at ESU or KU are referred to LCCC or NCC to “remediate” and get back on track, and then go back to ESU or KU to complete their degree.
- NCC just signed a Transfer Scholarship agreement with PASSHE’s Commonwealth University (Bloom, Lock Haven, Mansfield). While this is not super unique, it is a prime example of the partnerships between NCC and PASSHE institutions.
Pennsylvania Highlands Community College
- Dual Admission articulation agreement with Indiana University of PA’s Eberly School of Business programs.
- Credential Registry Project coordinated through the Commission on Community Colleges. PASSHE is leading the charge on this and have partnered with the Community Colleges to broaden the scope of the statewide credential registry.
- Penn West University and Penn Highlands have a program-to-program articulation agreement to enter into the Penn West Communication Sciences and Disorders program.
- TAOC is currently voting to renew statewide P2P agreements for several popular programs including Business, Psychology, Early Childhood Education (PK-4) Nursing (RN), Social Work, Biology, Computer Science, and Liberal Arts.
- IUP Articulation Agreements outside of TAOC P2P agreements exist for Fashion Merchandising, Safety Science, Criminal Justice, and Media Studies.
Community College of Philadelphia
Westmoreland County Community College
Westmoreland County Community College is engaged in the following collaborations:
- Cybersecurity Grant with IUP and DoD.
- Collaborative Initiative Leading to IUP’s BS in Various Business Programs.
- Educational Alliance with Pennwest California to provide discounted educational pathways to Westmoreland AA, AS, AFA, or the AAS in Early Childhood graduates through Pennwest California.
- Dual Admissions Program with Pennwest California.
- Dual Admissions Program with Indiana University of Pennsylvania.
